Compensation for moral damages after an accident involving a service vehicle

Please advise: if a person dies in a road accident involving a service vehicle, and the driver was at work during the accident, who exactly should pay moral damages to the children of the deceased — the state, the military unit, or the insurance company? Is the remaining amount not covered by insurance always collected from the organization that owns the vehicle?
