New requirements for the use of tachographs for drivers

I learned that there are plans to introduce mandatory use of tachographs and new rules regarding drivers' working and rest hours. I am interested, if I am an ordinary driver and work on small trucks or minibuses, do I also have to install and use a tachograph, and what will happen if I don't? What fines or consequences might I face?
