Territorial concessions in Donbas and their consequences

I am currently reading that the USA is allegedly pressuring President Zelenskyy to agree to the transfer of the entire Donbas to Russia as part of a peace plan. I am concerned: can the Ukrainian authorities legally agree to such concessions, and what might be the legal consequences for our state and citizens if politicians still proceed with the transfer of these territories?
