Liability for accidental border crossing

I read that a man was detained who was walking along the railway tracks into Ukraine without documents, and they want to hold him accountable for illegal border crossing. But what if a person truly accidentally entered the country's territory because they got lost? Can this be taken into account in any way, and will they necessarily be fined or otherwise punished? Are such circumstances considered mitigating in Ukraine, and is there a chance to avoid liability?
