Legality of house registration without commissioning

I don't quite understand if it is generally possible to register ownership of a private house if it has not yet been commissioned and does not have a postal address. Will this be considered a violation of the law, and can such registration later be canceled or can one be held liable? I would like to know what consequences there might be for the owner of such property.
