When will a new head of the Office of the President be appointed?

I read that the appointment of a new head of the Office of the President is being delayed due to some international consultations. I am interested to know if there are legally established deadlines or procedures that determine how quickly a new head of the Office of the President should be appointed if the previous one leaves the post? And can international negotiations be an official reason for delaying such an appointment?
