Territorial compromises in the peace plan

I read that in the draft peace plan for ending the war, no compromise has yet been found regarding territorial issues. I am curious whether, during such international negotiations, a decision can be made that would affect the territorial integrity of the country without holding an all-Ukrainian referendum? How is this regulated by our laws?
