Responsibility for dam strike and local residents' rights

I saw news that after the Russian strike on the Pechenihy Reservoir dam, evacuation is not yet needed, but I am interested in what my rights and courses of action are in case the situation changes and a real threat to people or property arises? And is it possible after such attacks to receive any compensation or state protection if property is damaged?
