Safety in military training centers

I clearly understand that the current situation is difficult, but the issue of ensuring safety in military training centers, especially concerning shelters, is very worrying. If, for example, my loved one is undergoing training there, and the condition of the shelters is unsatisfactory and something happens during shelling, who will be held responsible for this and is there any way to influence this problem to be resolved faster?
