Electricity outage schedules for business and rights

I've read a message stating that hourly electricity outage schedules are currently in effect in all regions, and power limitations are being separately introduced for industrial consumers and businesses. Does a company or entrepreneur have the right to demand compensation for damages from the state or the energy company in case of lost profit due to these outages, if they were conducted according to the announced schedule?
