Appealing denial of exit abroad

If border guards twice denied me exit abroad, and the court of first instance returned my statement of claim due to a missed one-month appeal period, do I have the right to file a motion to reinstate this period? What should I do if the court immediately returned the lawsuit and did not provide time for explanations or a new motion, and the appeal did not correct this?
