I read that the draft of the new Criminal Code plans to introduce criminal liability for making an arbitrary court decision. I am curious what exactly will be considered such an arbitrary decision and how it will be determined that a judge has violated the law? Can this affect the independence of judges and how can an ordinary person prove the fact of such an offense if they encounter an unfair decision in court?
