Is it possible to purchase the entire plot under a small building?

I've heard that people sometimes buy out land from the city council under their building, but the plot can be much larger than the property itself. I'm interested in whether I have the right to acquire the entire land plot if, for example, my workshop occupies only a small part, and the rest of the land is significantly larger? Does the city council have to put such land up for auction, or can these tenders be bypassed and everything bought directly?
