Liability for crimes against children in kindergartens

Following the news that a kindergarten worker in Australia has been charged with numerous crimes against children, I wondered how children are protected in childcare institutions in Ukraine. If something similar happens in our kindergarten, what is the liability for employees and administration? What control or inspection measures exist to prevent such cases, and where should parents report suspicions of a crime?
