16-hour power outages: my rights

I saw that on December 8, in Kyiv and the region, power outages of up to 16 hours per day are possible, and up to two-thirds of consumers may be without electricity. Please tell me if there are any legislative restrictions on the maximum duration of electricity outages for the population, and do I have the right to demand any compensation or protection if such outages become regular and excessively prolonged?
