As of October 1, 2017, legislative changes came into effect regarding the crediting of the period of military service (excluding conscripted service) from July 1, 2000, to December 31, 2016, to the insurance record when assigning old-age, disability, and survivor's pensions in accordance with the Law of Ukraine "On Compulsory State Pension Insurance". Specifically, for military personnel (excluding conscripted military personnel), police officers, and rank-and-file and commanding staff, the insurance record is calculated based on a certificate of military service and paid insurance contributions, while salary (income) is calculated based on a certificate of accrued monetary allowance and paid insurance contributions. It should be noted that prior to these changes, this Law provided for the calculation of the insurance record from January 1, 2004, and salary from July 1, 2000, only based on data from the personalized accounting system. And although, starting from January 1, 2007, military personnel were subject to compulsory state pension insurance and insurance contributions were withheld from their monetary allowance, reports for entering data into personalized accounting were not submitted for them. Consequently, periods for which there was no data in the personalized accounting system were not included in the insurance record. As of October 1, 2017, this issue has been legally settled. Moreover, the amounts of pensions assigned before these changes can also be reviewed upon a pensioner's application and within the timeframes stipulated by legislation. Therefore, military personnel who served during the period from July 1, 2000, to December 31, 2016, and who were assigned an old-age pension before October 1, 2017, can apply to the territorial departments of the Pension Fund of Ukraine with applications for recalculation of pensions, taking into account military service, and accordingly, the salary acquired before its assignment. The application should be accompanied by a certificate of the period of military service and paid insurance contributions, and a certificate of accrued monetary allowance and paid insurance contributions.
