Compensation for damages after cancellation of bidding

I read that when a court declares a bid invalid, the enforcement service must return not only the principal amount but also compensate for inflationary losses and 3% per annum, and notary fees are compensated as damages. If my bid was also cancelled and the funds have not yet been returned, from what moment can I demand all these compensations, and what should I do if officials do not return the money for a long time after the court's decision?
