Electricity outages – consumer rights

Currently, there are constant warnings about large-scale electricity outages, sometimes lasting up to 16 hours a day. I am worried, do I have any consumer rights in this situation? For example, are regional power companies (oblenergo) obliged to notify about such outages in advance, and is it even possible to appeal an excessively long power outage if it exceeds the norm? If my appliances or food in the refrigerator spoil because of this, is it realistic to get compensation?
