Power outages due to frost — my rights

Recently, due to frost and attacks on energy infrastructure, scheduled power outages have become more frequent. If these outages become longer or occur more often, what are my rights as an electricity consumer? Can I influence the adherence to schedules or complain if the power is cut off unexpectedly and for a prolonged period?
