Legality of forced mobilization

I read that forced mobilization is currently being discussed in Ukraine, and that summonses are already a form of coercion from the state. I am interested, as an ordinary person, can I refuse mobilization if I do not wish to fight? What legal grounds do I have for this and what might be the consequences in case of refusal?
