Travel abroad due to family circumstances

I read that even important family events such as a father's death or a daughter's wedding do not override the rules for leaving the country, and border guards may refuse entry due to the lack of necessary documents. Are there any exceptions, or how can I find out exactly what documents are needed to be allowed to leave in similar situations without legal problems?
