Restrictions on using the UAH 6,500 'Winter Support' payment

I see that the state is allocating UAH 6,500 as a one-time winter assistance for certain categories of people, but it is clearly stated that this money can only be spent on winter clothes and shoes, medicine, vitamins, and health products, and only in stores or pharmacies that accept Ukrainian bank cards or the Diia.Card. My question is: if I spend these funds on something else or try to pay with them in a different category of store, could there be any legal consequences or penalties for misusing this assistance?
