Mobilization of a student while a deferment application is pending

I am a university student and have heard about a case where a student was mobilized, even though he had already submitted an application for deferment and attached a certificate from the education database. It turned out that the TCC was supposed to review this application within seven days, and they could not draft him for service before that. Please advise, if I find myself in such a situation — I am summoned to the military enlistment office after submitting an application for a student deferment — do they have the right to mobilize me before they receive and review my application? And what should I do if I am drafted anyway despite this?
