Power outages in Kyiv: my rights and compensation

In our district, due to massive attacks, the power outage schedules have been tightened again — now the electricity is turned off even more often and for longer than before. This greatly affects my life — the heating in the apartment doesn't work, it's impossible to store food, and the children cannot study online. What are my rights in this situation, should they warn about the outages in advance, and is it possible to receive any compensation or file a complaint if the outages last much longer than stated in the schedules?
