Compensation for cancellation or delay of a commuter train

I read the news that the Fastiv railway station was badly damaged by shelling and some suburban trains were canceled or rescheduled. If I have already bought a ticket for a suburban train that is now not running due to these circumstances, do I have the right to a refund for my ticket or to receive some kind of compensation? And how can this be done in practice?
