Legal status of security agreements with the USA

I read that Ukraine and the US have agreed on some framework security arrangements for lasting peace and security guarantees. I wonder what this means from a legal perspective: can such arrangements provide real legal guarantees of protection for Ukrainians, or are they mostly political declarations? As an ordinary citizen, can I count on protection or certain rights that flow from these arrangements?
