Is the distribution of pension funds fair?

I don't really understand why part of the Pension Fund's funds, which are paid in the form of SSC, are planned to be spent not only on ordinary pensions, but also on special pensions, covering the budget deficit, and supporting businesses. How does this affect me as an ordinary pensioner? Are my rights protected, and is there a way to influence a more equitable distribution of this money?
