Updated rules for OSN: how this will affect creation

I've heard that new rules are being prepared for bodies of self-organization of the population, and the procedure for creating and electing the composition of these bodies is supposed to be simplified. However, at the same time, various restrictions and clarifications are being introduced, for example, it is not possible to create two identical bodies in the same territory or to establish an OSN in certain institutions. I am interested, if our community wants to form a body of self-organization of the population under the new law, what are the main changes that must be taken into account, and can our request for creation be denied due to these new restrictions?
