Competition for the Court of Appeal: evaluation criteria

I saw that out of 50 candidates for judicial positions at the Odesa Court of Appeal, only one candidate confirmed the ability to administer justice, while the others either were not confirmed or are still awaiting a decision. I am interested in what specific criteria or requirements the High Qualification Commission of Judges uses to evaluate candidates and for what reasons most people do not pass this evaluation?
