Is work as an advisor in a state body counted towards the experience required for a judicial competition?

I worked as an advisor in a state body and would like to participate in the competition for a judge position in a specialized administrative court. Will my work as an advisor be counted towards the necessary civil service experience to participate in this competition? If not, which specific positions are counted, and which are not?
