Spending funds from the 'Winter Support' program through Ukrposhta

I have applied for payments under the 'Winter Support' program through Ukrposhta, but I have heard that payments are sometimes declined. I am interested in whether I can find out exactly which Ukrainian-made goods are on the approved list, and what to do if I was mistakenly denied the use of funds for a necessary purchase?
