Transfer of frozen Russian assets

I read the news that the European Union is discussing where the frozen Russian assets should go — whether they can be transferred to the USA or directly to Ukraine. I am interested if there are any legal grounds or international agreements that guarantee that this money can actually be transferred to Ukraine for reconstruction, and not remain in other countries or go to someone else?
