Is it possible to get a driver's license back sooner than 12 years?

I read that a court deprived a man of the right to drive a car for almost 12 years due to a repeat offense and driving without a license. What happens if a person wants to restore their driver's license earlier, for example, in a few years? Are there any chances or grounds to shorten this period, or is it completely impossible and one will have to wait for the entire term determined by the court?
