Election of the Head of the Cassation Administrative Court

I saw that the Cassation Administrative Court within the Supreme Court is electing a new head of the court today. I am interested in how this process takes place: who exactly has the right to vote, is there a special election procedure, and can the results of such a vote be appealed if there are doubts about its fairness?
