Liability for selling dangerous toys

I've seen that there can be many dangerous toys on store shelves now that can harm children — for example, cause allergies or contain toxic substances. If I bought such a toy that turned out to be harmful to my child's health, who should I contact and what responsibility does the seller or manufacturer bear for selling dangerous products? Is it possible to return such a toy and receive compensation?
