Renting a spot for electric scooter rental in Kyiv

I want to open an electric scooter rental point in Kyiv. I see that the new rules state that spots can only be rented through Prozorro.Sale. Could you please advise if I can now negotiate a placement directly with the city, or is participating in an open online auction the only legal way to get a spot for such a business?
