Do external peace plans affect Ukrainian legislation?

I see that various peace plans concerning Ukraine are constantly emerging in Europe and the USA. I am interested in whether such external initiatives can compel our state to change its legislation or affect our rights and obligations if these plans have not been approved by Ukrainian authorities? How is it generally determined whether Ukraine needs to consider such proposals from abroad within the framework of our law?
