The 1,000 UAH payment is available to all citizens of Ukraine — both adults and children can receive it. To receive assistance for a child, the application must be submitted by one of the parents or another legal representative. A separate application must be submitted for each child. If an incapacitated person is receiving the assistance, their guardian can apply. To do this, you must have documents confirming their identity and appointment as a guardian.
The payment is not provided to those who are outside Ukraine or in a temporarily occupied territory.
Ukrainians can apply in two ways: online through the Diia application or at a Ukrposhta branch. Applications will be accepted from November 15, 2025, to December 24, 2025.
How to apply in Diia:
Open the Services → Winter Support section. Fill in the details and select the 'National Cashback' card. After confirmation, the application will be automatically processed. If you already have a 'National Cashback' card, Diia will prompt you to select it. If you do not have the card yet, issue one at a partner bank, then return to the application and link the card for payment.
In Diia, an application for a child can only be submitted when their birth certificate is displayed in the application. If the document is missing, it may be for various reasons: for example, a change in the mother's surname after receiving the certificate or an error in entering the series and number.
How to apply at a Ukrposhta post office:
If a person receives a pension or state social assistance through Ukrposhta, they do not need to apply — the 1,000 UAH payment will be automatically credited to the special account where the pension or assistance is received.
If the pension is received in a bank account and the person does not use Diia, they can go to a Ukrposhta branch starting from November 18 and submit a written application. Those who do not have an RNOKPP or who are the legal representatives of a child or another person can do the same.
Those who have difficulty moving can call the Ukrposhta hotline at 0 800 300 545, and a postal worker will visit them to help submit the application. Residents of front-line territories who do not have a branch nearby can submit a written application through a mobile branch.
The most vulnerable categories of citizens under the 'Winter Support' program will receive an additional 6,500 UAH.
The following categories of citizens are eligible for assistance:
- children under 18 in low-income families;
- children from the IDP category who are recipients of living assistance for internally displaced persons and have not reached the age of 18 as of November 1, 2025;
- children under guardianship or care (for each child under 18);
- children, including those with disabilities, who are in family-type orphanages and foster families;
- persons with group I disability who are recipients of living assistance for internally displaced persons;
- single pensioners whose pension does not exceed 4 subsistence minimums for non-able-bodied persons as of January 1, 2025 (9,444 UAH), and who receive a care allowance.
