Are the power outages in Kyiv legal?

Please tell me, do energy companies have the right to schedule power outages in Kyiv due to strikes on energy facilities? If my electrical appliances get damaged or I am unable to work because of the outages, can I demand anything from these companies? How are my consumer rights protected in general in such a situation?
