President's security during foreign visits

I read the news that during President Zelenskyy's trip to Ireland, his plane was followed by unknown drones, and this is considered a hybrid attack. Are there any international or Ukrainian laws that protect our president during such foreign trips? And if such a situation threatens the life or security of the president, who is responsible for investigating and punishing the culprits — the host country, or does Ukraine have any influence on this?
