VAT for charitable organizations during the war

I am currently assisting with the work of a charitable organization. We often have questions about taxes, especially VAT. If we transfer goods or services for free to those in need, is it true that we do not have to register as VAT payers even if the amounts are large? And what if, for example, we received part of the aid as compensation in the form of funds or other resources — does this mean we need to register and pay VAT?
