Reservation of wanted persons liable for military service

I read that it is now possible to officially reserve at work even men who are not registered with the military or are even wanted by the TCC. However, it is written that this does not exempt them from fines and even the possibility of criminal liability. I am very interested in whether a person who has been officially employed at a critically important enterprise and reserved for 45 days can receive a fine or be held criminally liable simply during the period of this "reservation"? That is, does the reservation actually protect such an employee from punishment, or is it only a temporary obstacle to being held accountable?
