Access to court due to a shortage of judges

I have read that in many courts there is currently only one judge working or none at all, and because of this, it can be almost impossible for people to have their cases heard or their rights protected in court. Tell me, what should I do if there are no judges at all in my district or if the hearing of my case is constantly postponed due to the absence of a judge? How can I achieve a fair and timely consideration of my case in such a situation?
