Tax breaks for military equipment and simulators

I heard that the new law extends tax breaks for imports of military equipment, spare parts for drones, and even advanced simulators for military training, meaning they are exempt from VAT. Does this mean that these breaks will also apply to private companies that supply such goods to the army, or do they only apply to government organizations?
