Cancellation of motivation letters upon admission in 2026

I read that motivation letters for university admission will be abolished in 2026 and only the NMT will remain. I'm worried, does this mean that there will be no additional documents that universities can request? Do universities have the right to set their own additional conditions for admission, in addition to the NMT, for example, interviews or some creative competitions, or now the only thing that will have an impact is the NMT results?
