State Budget 2026: financing of sports and youth

I read that in the State Budget 2026, the state allocated funds for sports and youth policy, in particular for high-performance sports, mass sports, development of sports medicine, and other areas. I am interested to know if there are any legislatively established guarantees that these amounts will actually be used for their intended purpose, and what my rights are as a citizen if part of this money is not directed specifically to sports and youth but spent on other purposes?
