Increase in teacher salaries in 2026

I read that starting in 2026, teachers are promised a 30% salary increase, and then another 20%. But it is stated that there will be some new salary model, which is still being developed and will be discussed further. I am interested in whether all teachers are guaranteed to receive this increase, even if they change the salary calculation system, or can they change something when approving the new model and this increase will not reach all teachers?
