Reorganization of vocational education institutions into CNT

I read that municipal vocational education institutions are now planned to be reorganized into municipal non-profit societies, which should give them more autonomy and change financing approaches. I am worried about how this reform will affect the rights of employees of these institutions: will they keep their jobs, or will working conditions or social guarantees change after the transition to the new status?
