Procedure for dismissing civil servants

I read that the Cabinet of Ministers has dismissed several high-ranking officials, including the state secretary of the ministry and the deputy head of the tax service. I am interested in what grounds or reasons should be given for such dismissal and whether a person has the right to appeal the decision to dismiss them in court?
