IDP housing rights

How does the state protect the right of IDPs to housing:

• The state and communities are creating temporary housing funds: converted dormitories, communal apartments, modular towns, reconstructed buildings. IDPs can live there free of charge or for a minimal fee.

• The legislation stipulates that authorities must assist displaced persons in finding and providing housing - by purchasing, renting, or renovating premises.

• IDPs can apply for free legal aid if they have been denied housing, compensation, or subsidies.

What support mechanisms exist for those who have lost their homes

1. Compensation for destroyed housing. There is a state compensation mechanism that entitles those whose housing was destroyed or damaged as a result of hostilities to receive funds or a housing certificate.

IDPs have a priority right to such compensation, especially if it was their only housing.

1. Certificates for the purchase of new housing (eRecovery). Those who have lost their housing can be provided with a housing certificate to purchase an apartment or house on the primary or secondary market.

The program operates in phases and is financed from the state budget and international aid.

1. Subsidies for housing rental. A special type of subsidy has been introduced for IDPs who rent housing and cannot pay its cost on their own.

It is assigned according to a simplified procedure and is automatically extended subject to confirmation of eligibility.

1. Local support programs. Communities can provide additional types of support: compensation for utilities, preferential rent, settlement in communal dormitories, programs for co-financing repairs, etc.
